Updates for Telecom Equipment Approval and Homologation Framework


Cuba’s Ministry of Communications (MINCOM) issued new telecom regulations under Resolution 1/2026 and Resolution 2/2026, published in the Official Gazette on May 21, 2026. The new framework repeals previous Resolution 272/2015, Resolution 132/2019, and Resolution 110/2020, updating requirements for importation, technical authorization, homologation, and acceptance certification of telecommunications and ICT equipment.

 

The regulations expand regulatory control over wireless and RF products, including Wi-Fi equipment, routers, radar devices, SRDs, drones/UAVs, satellite equipment, wireless surveillance systems, and automotive wireless products. Commercial importation of many telecom products now requires prior technical authorization and homologation from MINCOM.

 

The new rules also clarify procedures for temporary imports, customs retention, and certificate renewals. Homologation certificates may remain valid for up to five years, and renewal applications should be submitted at least 30 days before expiration. Any modification to technical specifications or basic product information may require a new homologation certificate.

The new regulations will enter into force on approximately July 20, 2026, 60 days after publication.
