Vietnam ICT mark is abolished but still can be used

 

Former Vietnamese Authority Ministry of Information and Communications (MIC) issued Circular No. 23/2024/TT-BTTTT dated December 31, 2024 to abolish the ICT mark (see below) prescribed in Circular 30/2011/TT-BTTTT for information and communication technology (ICT) products that passed the conformity assessment procedure.

 

 

As a result, below conformity mark (Q mark) became mandatory for above mentioned products.

 

However, the previous ICT mark can still be used if importers apply for a notification letter from Telecommunications Quality measurement Center(TQC) to confirm the conformity mark is “Q” mark and “ICT”, “NAME” and “CODE” are additional information.

Certificate holders should provide updated ISO certificates to keep validity of TACs issued by VNTA


In every Vietnam VNTA Type Approval Certificate (TAC), there is a remark:


“During the validity of the Certificate changes on the manufacturer’s quality management system certificate must be reported to the Telecom Metrology and Quality Center”.


But there is no regulation to prescribe about the punishment for not doing so.


Recently, VNTA has implemented a system to track the validity of the ISO certificates submitted for TAC applications.


If the submitted ISO certificate is found expired but the TAC holder doesn’t submit an updated ISO certificate, the TAC, which was issued based on this expired ISO certificate might become invalid.

Vietnam published Circular No. 02/2024/TT-BTTTT to update the list of products requiring TAC & DoC, which will come into effect on May 15, 2024

 

Vietnam Authority Ministry of Information and Communications (MIC) published Circular No. 02/2024/TT-BTTTT dated March 29, 2024to update the lists of products requiring Type Approval Certificate (TAC) and/or Declaration of Conformity (DoC).

 

This Circular will come into effect on May 15, 2024to replace Circular No. 04/2023/TT-BTTTT and No. 10/2023/TT-BTTTT.

 

Based on Circular No. 02/2024/TT-BTTTT, below changes will be made:

 

1.Regarding application of QCVN55:

-From the effective date of this Circular (May 15, 2024) until end of June 30, 2024, applicant can choose to apply QCVN 55:2011/BTTTT or QCVN 55:2023/BTTTT.

-From July 1, 2024: only QCVN 55:2023/BTTTT can be applied;

-TACs issued with QCVN55:2011 can be valid until expiry date of TAC.

-For QCVN 55:2011/BTTTT: extreme condition test is exempted until June 30, 2024.

-For QCVN 55:2023/BTTTT: extreme condition test is exempted until June 30, 2025.


2.For short range device operating in 40 GHz -246 GHz(61-61.5GHz, 122-123GHz and 244-246GHz), compliance to QCVN123 is exempted until June 30, 2025. Only QCVN 18:2022 is required.

 

3.Wireless Charging device is not subject to compliance to QCVN55 anymore. Only QCVN 96:2015 is required.

 

4.Vehicle radar operating in 76-77GHz is not subject to compliance to QCVN124 anymore. Only QCVN 18:2022 is required.

 

5.Extreme condition tests of QCVN54:2020 and QCVN65:2021 are exempted until June 30, 2025, except for Wi-Fi modems, Wi-Fi transmitters with HS code 8517.62.51.

 

6.For devices with WiFi6E, WiFi7 function operating in 6GHz, manufacturer must sign a letter to confirm that the 6GHz (5.925 -7.125 GHz) will be disabled and users can not enable this band without manufacturer’s support.

Vietnam updated the list of products requiring TAC & DoC, which will come into effect on July 15th, 2023.


Vietnam Authority Ministry of Information and Communications (MIC) recently published Circular No. 04/2023/TT-BTTTT dated May 31, 2023about the list of products requiring Type Approval Certificate (TAC) and/or Declaration of Conformity (DoC).


This Circular will come into effect on July 15, 2023to replace Circular No. 02/2022/TT-BTTTT. Compared to the previous Circular, several changes were made:


1.The national technical standard QCVN18 was updated to QCVN 18:2022.


2.Some HS codes were updated.


3.Added new safety requirements of QCVN 132:2022 for many types of products such as Desktop PC, laptop/tablet/TV from January 1st, 2024.


4.The description of some product type was updated:


-Appendix I, item 2.3 “Broadband data transmission equipment operating in the 2.4 GHz band with an equivalent isotropic radiated power (EIRP) between 60 mWand 200 mW”. Previously it was “from 60 mWor upwards”.


-Appendix II, item 4.4 “Wireless charging device”. Previously, it was “Inductive loop device”.
