New Certificates Now Issued with One-Year Validity
Based on recent project experience, CONATEL started issuing certificates with a one-year validity instead of lifetime validity for applications dated November 24, 2025 and onward.
No official announcement or regulation was published in advance. The authority informally indicated that this adjustment is linked to the implementation of Provision No. 217. However, this provision does not explicitly mention any changes to certificate validity, and no supporting documents have been released to confirm or explain the change.
For applications submitted before November 24, 2025, the issued certificates should retain lifetime validity.

Updated categorization of telecommunications equipment subject to approval
Venezuelan Official Gazette No. 43.208, published on September 8, 2025, promulgates Provision No. 217, dated September 4, 2025, updating the categorization of telecommunications equipment and devices subject to approval and certification by the National Telecommunications Commission (CONATEL), which repeals Administrative Regulation No. 736, dated December 12, 2005 that was previously published in the Official Gazette of Venezuela No. 38.381 on February 16, 2006.
Under this new regulation, the certification of telecommunications equipment and devices will be the official document issued by Comision Nacional de Telecomunicaciones (CONATEL) authorizing the importation, distribution, marketing, and use of the equipment in Venezuela. This requirement takes effect from the date of publication, September 8, 2025.
This new regulation specified Venezuelan Customs now require a certified copy of the certificate for importation.
The approval process remains unchanged, but the CONATEL certificate must now be provided at the time of import declaration for goods containing the equipment and devices specified in the regulation.
