Homologation Applications Resume under New Regulatory Framework

 

The homologation application process under the new TELCOR regulations published in Official Gazette No. 215 on November 18, 2025, has now resumed. The authority has clarified through email that homologation is required only for equipment included in the Restricted Use Equipment List.

1. TELCOR has confirmed that homologation applications are currently accepted only for equipment included in the official Restricted Use Equipment List:

If a device does not fall within this list, it is considered not subject to homologation.

 

2. For equipment included in the restricted list, a Constancia de No Objeción (NOC) is required for customs clearance.

  • Homologation approval must be obtained first.

  • The NOC is valid for 180 days and must be requested again for each importation.

 

3. Please be reminded that labeling is required for approved equipment, the authority has also clarified the following labeling options:

  • The authority may accept the use of E-label if the homologation certificate number can be permanently accessed through the

     device software.

  • For small devices where there is insufficient space to place the label on the device itself, the labeling information may be

     included in the user manual.

New regulation 004-2025 for homologation of telecommunication equipment


TELCOR published new regulation No. 004-2025 for the homologation of telecommunications equipment in Official Gazette No. 215 on November 18, 2025. The new regulation introduces new requirements for documentation, procedures, labeling, etc. and has been enforced since its publication date.


Key Points:

1. New homologation requirements and procedures were established.

2. Mandatory labeling is now required for approved equipment.

3. Language requirements: All documents must be submitted in Spanish, except for Certificates of Conformity and test reports may be provided in English.


TELCOR is currently not accepting any applications. Detailed procedures will be published once the new process is activated.

GENERAL LAW No. 1223/2024


The National Assembly of Nicaragua published Law No. 1223/2024 on November 6, 2024, known as the GENERAL LAW ON CONVERGENT TELECOMMUNICATIONS.

 

This new law will replace the current Law No. 200/1995 and will come into force in 12 months after its publication.

 

The new law updates the regulatory framework to address current technological advances, such as 5G networks, the Internet of Things (IoT), and mobile internet services, marking an important step toward aligning Nicaragua's telecommunications regulations with global trends.

 

Additionally, a labeling obligation is added for approved equipment. However, TELCOR has not yet issued the guidelines to comply with this requirement. Since the new law will take 1 year to come into force, TELCOR will issue the details to comply with the new Law at a later date.
