Yemen’s telecommunications sector is currently governed by two separate regulatory regimes, each functioning within its own zone of political control. The internationally recognized government oversees areas under its jurisdiction through a newly established authority within its Ministry of Telecommunications (Aden City). At the same time, the Sana’a administration governs other parts of the country with its own version of the Ministry of Telecommunications.
1.Ministry of Telecommunications and Information Technology → Sana’a government (Sana’a-controlled areas)
2.Ministry of Telecommunications and Information Technology → Internationally recognizedtransitional/legitimate government (Aden-controlled areas)
The Aden-side authority officially launched its own independent certification scheme earlier, mandating its own approval for all goods entering areas under its control. On February 17, 2026, we received a formal letter from MTIT Aden confirm that the Ministry of Telecommunications and Information Technology (MTIT) – Republic of Yemen (Aden) is the legally competent governmental authority responsible for regulating the telecommunications and ICT sector, including the issuance of Type Approval certificates for wired and wireless telecommunications equipment intended for importation, marketing, distribution, or operation within the Republic of Yemen.
Since Sana’a and Aden authorities do not recognize each other’s certificates, manufacturers and importers are advised to obtain two separate type approval certificates for the same product to comply nationwide.
